INFO KEMAJUAN - Projek Landasan Keretapi Pantai Timur (ECRL)

Pembinaan ECRL akan menyediakan landasan menghubungkan Pelabuhan Klang ke Gombak, Se­langor; Gombak ke Kuantan, Pahang seterusnya hingga ke Tumpat, Kelantan dijangka siap sepenuhnya menjelang 2022.




“ECRL akan merangsang pembangunan melalui kecekapan sistem pengangkutan bara­ngan, serta meningkatkan infrastruktur, perumahan mampu milik dan bangunan komersial seterusnya mewujudkan peluang pekerjaan,”


Pengenalan
Suruhanjaya Pengangkutan Awam Darat (SPAD) dan Majlis Pembangunan Wilayah Ekonomi Pantai Timur (ECERDC) telah bersama-sama melancarkan kajian Permintaan Untuk Maklumat (RFI) bagi mengukur faedah pasaran dan mendapatkan pandangan untuk projek Landasan Keretapi Pantai Timur / East Coast Rail Link (ECRL) pada 15 Mac 2016.
Latar Belakang Projek
Wilayah Ekonomi Pantai Timur (ECER), kawasan seluas lebih 66,000 kilometer persegi atau 51% daripada keluasan Semenanjung Malaysia dengan jumlah penduduk seramai 4.43 juta (2014). ECER merangkumi negeri Kelantan, Terengganu dan Pahang, serta daerah Mersing di Johor seperti yang ditunjukkan dalam Rajah 1.

Pembangunan infrastruktur adalah penting untuk kemajuan ECER dan kereta api adalah satu penggerak utama bagi rantau yang boleh menghubungkan pusat ekonomi termasuk kawasan perindustrian dan menyediakan sambungan dengan cekap ke Greater Kuala Lumpur / Lembah Klang. Untuk memulakan pertumbuhan ini, ECRL dikenal pasti sebagai projek berimpak tinggi yang akan menjadi tunjang infrastruktur pengangkutan pelbagai mod ECER. Ini akan melengkapkan infrastruktur jalan raya / lebuh raya sedia ada, seperti Lebuhraya Pantai Timur dan Laluan Timur KTMB dan pelabuhan.

Calling it as “another milestone in the country’s land public transport history”, Prime Minister Datuk Seri Najib Tun Razak added that the East Coast Rail Link (ECRL) will benefit a host of towns including Bentong, Mentakab, Maran, Kuantan,Cherating, Chukai, Dungun, Kuala Terengganu, Tok Bali and Kota Bharu.



Speaking and the ground breaking ceremony, Najib said that the ECRL will benefit freight transport, linking key economic and industrial areas within the East Coast Economic Region.
Revealing the slogan of “Connecting Lives, Accelerating Growh”, the project will set the tone for an economic spin-off effect and positive social impact for the East Coast.
“The ECRL is a high impact project that will provide easy access from the Klang Valley to Pahang, Terengganu and Kelan­tan.



“The 688km rail link will be a catalyst for economic equality between the west coast and east coast as it will stimulate investments, spur commercial activity, create ample jobs, facilitate quality education and boost tourism in the states of Pahang, Terengganu and Kelantan.”
Najib added that local contractors with capabilities should seize the opportunity to take part in the project.



“We have together with our Chinese counterpart agreed that Malaysian contractors will be involved in at least 30% of this high impact project,” Najib said.
“The viability of the ECRL is undisputed as it is estimated that 5.4 million passengers and 53 million tonnes of cargo will use the service annually by the year 2030 as the primary transport between the east coast and west coast.



“Comparatively, revenue from the operation of the ECRL project is projected to be obtained through a transportation ratio of 30% passengers and 70% freight.”
